Manuel G. Ayala is a Lawyer with extensive experience in the academic, judicial banking and electoral field. Mr. Ayala also served as the Chief Judge of the Supreme Electoral Tribunal for the State of Nuevo Leon between October 2014 and September 2017. Prior to that he also served as a member of the board of the Nuevo Leon State Electoral Commission, between August 2012 and September 2014.
He is a graduate of the Facultad de Derecho y Ciencias Sociales of the Universidad Autónoma de Nuevo Leon (UANL). He served as Private Secretary of the Rector as well as Director of Public Relations of that house of studies, teaching at the Facultad de Derecho of which he was Secretary; He also served as a law professor in various subjects at the Centro de Estudios Universitarios (CEU), Instituto Tecnologico y de Estudios Superiores de Monterrey (ITESM) and Universidad Regiomontana (UR).
For more than a decade, he served as a banking official, reaching the position of National Legal and Trustee Director of Banco BANPAIS, being distinguished by the Nuevo León Bankers Association as Chairman of the Trustees Committee, he participated in countless local and national trustee seminars and in some as a speaker on fiduciary and tax issues, based on the trust as a tax, administrative and succession planning tool.
On behalf of the Universidad Regiomontana (UR), he was Coordinator and speaker of the Municipal Administration legal course (Municipal Law), in addition to giving courses at the Institute of Public Accountants for applicants to be Certifiers of the SAT (Tax Administration Services), a dependency of the Secretaría de Haciendo y Credito Publico of the Federal Government. As a public official, he was the founder of the Instituto Federal Electoral (IFE), now known as Instituto Nacional Electoral (INE), in which he held various positions at both the District and Local levels.
The Attorney Ayala organized, developed and supervised various electoral processes including an election for Governor for the State of Nuevo León Mexico. In addition to this electoral administrative task, he ventured into the electoral jurisdictional area, being distinguished by the Camara de Senadores del Congreso de la Union with the appointment of Magistrate of the Electoral Court of Nuevo León, an organization of which he was its President. He currently works as Legal Advisor, Trustee, Prosecutor, Inheritance and Electoral Procedure.
He currently serves as of counsel at PA Law Group, on Mexican law issues in regards to fiduciary law, tax law, and federal public administration law matters, completing the legal analysis for our customers in regards with Contracts with the state-owned oil companies such as Petroleos Mexicanos (PEMEX) and Energy Law with Comision Federal de Electricidad (CFE) providing legal advice.
