Born and raised in Monterrey, Mexico and having lived, studied and worked in the United States, Carlos is a fluent English speaker. He graduated from the Instituto Tecnologico y de Estudios Superiores de Monterrey (ITESM Campus Monterrey) and received his Bachelor’s degree in Law in 2002.

Carlos is a bilingual International Attorney with a Master’s degree in Labor law in Mexico and a Master of Laws in the United States with experience as In-house Counsel in Negotiation, International Procurement, Mexican Law and a strong knowledge and experienced in Foreign Law in the Energy / Oil & Gas Industry including in energy operations, Intellectual Property and regulatory compliance with extensive experience in Commercial & Procurement Contracts and Cross-Border Transactions.

Carlos worked as Legal Coordinator in Pemex Procurement International Inc, (PPI) and managed and trained the legal team responsible for administrating the company’s legal matters related to Framework Agreements and other legal documents in regards with Mexican Law.

Carlos focusses his practice in Mexican Law involving Contracts Negotiation, Master Services Agreements, Confidential Agreements, Amendments, Intellectual Property, Energy Law, contractual controversies, procedures of termination of contracts, study the basis of tenders in the public sector with Sate Own Government Entities in Mexico.
